do not think that the quantum of leave in the Australian colonies is generally followed in the W. Indies, where officials are generally overworked & relaxation for business journeys is allowed.
If required, in this case, a change of climate in a short time to do them much good, but they might benefit highly from a well-paid leave.
As they are not deterred by the expense, there might be some difficulty in granting leave often, & there might be difficulty in arranging their duties to be taken over by the Senior Officer.
I think, with Mr. Taylor, that Dr. D. Robinson's application should not be made the occasion for establishing any general rule for the subject. Hong Kong is evidently exceptional.
